Dear Mr. Right,

Thank you for taking the time to express your thoughts regarding U.S. policy towards Ukraine. Understanding your views helps me to better represent Florida in the United States Senate, and I appreciate the opportunity to respond.

Russia’s Vladimir Putin has waged a brutal war against Ukraine. In 2014, Putin’s military and proxies seized Crimea and parts of Donetsk and Luhansk oblasts. In February 2022, Putin escalated that war by launching an unprovoked and unjustified invasion of more Ukrainian territory, during which his military has committed numerous atrocities and war crimes against civilians. No one should be fooled by Putin’s lies that he only seeks to “de-militarize” and “de-Nazify” Ukraine. The Russian military’s attacks on maternity hospitals, kindergartens, schools, and even Holocaust memorials show that Putin’s true purpose is the destruction of the Ukrainian people. Despite this, the Ukrainian military has defied all expectations and has prevented Putin from accomplishing any of its objectives, while dealing irreparable damage to the Russian military. Their resistance in defense of their homes and freedoms will be remembered for years to come.

It is imperative the United States stand with the Ukrainian people in defense of their homes and freedoms. Through sanctions on Russia and military aid to Ukraine, the United States, and much of the world, have made it clear that there is a high cost to Putin’s aggression. If he succeeds in Ukraine, he will become emboldened to expand the conflict to other countries, and may even target NATO member states, which would draw American troops into the fight – an outcome the United States must do all it can to prevent. We must keep up the pressure against this violent expansionism, and remember that many other unfriendly nations – especially China – are watching closely how the world reacts to Putin’s aggression.

I have introduced and cosponsored numerous pieces of legislation to support and enhance Ukraine’s ability to defend itself, as well as to hold Putin accountable for his crimes. On January 13, 2022, I introduced the Deterring Authoritarian Hostilities Act of 2022 (S. 3513), which has been used to impose sanctions on Russia’s military and energy industry. On March 1, 2022, I introduced a bill to provide immediate emergency funding for security, disaster and humanitarian assistance to Ukraine and Eastern European allies (S. 2894) that would not be tied to President Biden’s domestic spending agenda. Similar legislation was signed into law as part of the Consolidated Appropriations Act of 2022 (P.L. 117-103). On March 2, 2022, I introduced the Preventing Usurpation of Power and Privileges by Extralegal Territories’ Sedition (PUPPETS) Act (S. 3739) to punish any Ukrainian government or entities that support Putin’s occupation of Russian territory. [очевидно, опечатка - Ukrainian и Russian перепутано местами  ] That same day, I also introduced the Instituting Measures to Protect American Investors and Retirees from Russia (IMPAIR Russia) Act (S. 3733), which would prohibit U.S. institutional investment in Russian securities. Lastly, I was proud to work with Senators Graham (R-SC) and Coons (D-DE) in passing a bipartisan resolution, S. Res. 546, to condemn Vladimir Putin and members of his regime for committing war crimes in Ukraine.

Putin’s war in Ukraine directly impacts American interests. Allowing Russian expansionists goals to succeed risks drawing America’s treaty allies into extended conflict, sends a message to other unfriendly regimes that they can expand their borders through aggression, and is already causing massive economic impacts on the budgets of America’s families. I will continue to support policies that aid the Ukrainian people in their fight for freedom and look for ways to continue to uphold Ukraine’s sovereignty.

It is an honor and a privilege to serve you as your United States Senator. As the Vice-Chairman of the Senate Select Committee on Intelligence, a member of the Senate Committee on Foreign Relations and the Senate Appropriations Subcommittee for State, Foreign Operations, and Related Programs, I will keep your thoughts in mind as I consider these issues and continue working to ensure America remains a safe and prosperous nation.

Sincerely,

Marco Rubio
U.S. Senator
